据媒体报道，2023年3月底至4月初，台湾地区领导人蔡英文将借“出访”中南美洲
过境美国为名，窜访美国的纽约和加州部分地区，并试图与美国众议院议长麦卡锡
会面。对此，全美中国和平统一促进会联合会暨美国各地侨胞表示坚决反对和强烈
谴责。
众所周知，世界上绝大多数国家，包括美国历届政府都承认世界上只有一个中国，
台湾是中国的一部分。台美之间任何形式的官方往来，都严重违背美中之间关于台
湾问题的三个联合公报，即：1972年的《上海公报》、1979年的《中美建交公报》
和1982年的《八一七公报》；严重违背美国政府主张的一个中国政策（One-China
Policy）。近年来，台湾地区的一些领导人以所谓“过境”为名，屡屡挑战一个中
国原则，从事分裂中国、破坏美中关系的不光彩勾当，是台海两岸和平发展的麻烦
制造者，是美中关系健康发展中的一棵毒瘤。海内外华侨华人对此表示强烈的愤慨
和严正的谴责。
为此，全美中国和平统一促进会联合会暨各地促进台海两岸和平统一的团体和华侨
华人发出共同呼声，强烈抗议蔡英文的窜访美国，坚决反对任何破坏美中关系健康
发展的行为，坚决维护台海两岸的和平与发展，坚决支持一切有利于台海两岸和平
统一的措施和行动。我们坚决反对麦卡锡议长等重要要政治人物在蔡英文窜访期间
与其见面。我们呼吁，“台独”分离势力是对台海和平与稳定的最大威胁，是美中
关系健康发展的真正威胁。我们要力促两岸关系沿着和平健康发展的轨道前行，力
促美中关系健康发展，共同维护两岸同属一个中国的政治基础，维护台海两岸和亚
太地区的和平稳定。

Solemn statement
protesting Tsai Ing-wen's visit to New York and California
According to media reports, from the end of March to the beginning of April
2023, Taiwan's regional leader Tsai Ing-wen will visit parts of New York
and California of the United States in the name of “visiting” Central America
and transiting the United States, and try to meet with U.S. House Speaker
Kevin McCarthy. In this regard, the Alliance for the Promotion of Peaceful
Reunification of China of USA (ACPR) and overseas Chinese from all over
the United States expressed their firm opposition and strong condemnation.
As we all know, most countries in the world, including successive governments
of the United States, have recognized that there is only one China in the
world, and Taiwan is part of China. Any form of official visiting or meetings
between Taiwan region and the United States seriously violate the three
joint communiqu□ on the Taiwan issue between the United States and China,
namely: the 1972 "Shanghai Communiqu□, the 1979 "Sino-US Communiqu□on
the Establishment of Diplomatic Relations" and the 1982 "August 17 Communiqu□
; it seriously violates the One-China Policy advocated by the U.S. government
(One-China Policy).In recent years, in the name of the so-called ǒtransitō,
some leaders in Taiwan have repeatedly challenged the one-China principle
and engaged in disgraceful activities to divide China and undermine U.S.-China
relations. They are troublemakers for the peaceful development of the Taiwan
Strait and a cancer in the healthy development of U.S.-China relations.
Overseas Chinese all over the world expressed strong indignation and solemn
condemnation of this.
To this end, ACPR and various groups promoting the peaceful reunification
of the Taiwan Strait and overseas Chinese have issued a common voice to
strongly protest Tsai Ing-wen's visit to the United States, resolutely oppose
any behavior that jeopardizes the healthy development of US-China relations,
resolutely maintain peace and development on both sides of the Taiwan Strait,
and resolutely support all measures and actions conducive to the peaceful
reunification of the two sides of the Taiwan Strait. We firmly oppose Speaker
Kevin McCarthy and other key political figures meeting with Tsai Ing-wen
during her visit. We call on the "Taiwan independence" separatists
to be the biggest threat to peace and stability in the Taiwan Strait, and
a real threat to the healthy development of US-China relations. We must
urge cross-Strait relations to move forward on the track of peaceful and
healthy development, urge the healthy development of US-China relations,
jointly maintain the political foundation of the two sides belonging to
one China, and maintain peace and stability on both sides of the Taiwan
Strait and the Asia-Pacific region.
